Dear Comrades,
The Central Committee of the Revolutionary Communist Party of Nepal extends its warmest revolutionary greetings and heartfelt congratulations to the entire leadership, delegates, and rank-and-file members of the Communist Party of India (Marxist-Leninist) Red Star on the auspicious occasion of the 13th Party Congress of your party, to be held from September 16-21, 2026, in Raichur, Karnataka, India.
Your 13th Party Congress is being convened at a critical juncture in the international situation, marked by intensifying imperialist aggression, deep-seated crises of capitalism, and a growing resurgence of people’s movements. At such a moment, a revolutionary party congress is not merely a routine organizational event; it is a vital arena for sharpening ideological clarity, formulating the correct tactical line, and strengthening the organizational steel required to guide the struggles of the working class and the toiling masses to victory.
We hold the CPI (ML) Red Star in high esteem as a steadfast contingent of the revolutionary communist movement in India and South Asia. Your consistent efforts to uphold the legacy of Marxism-Leninism, to resist revisionism of all shades, and to organize the workers and peasants against the neo-liberal policies of the Indian ruling classes are a source of inspiration for revolutionaries across the region and the world stage.
Our two parties share a common border, a common history of struggle against imperialism and feudal exploitation, and a common aspiration for the emancipation of all the oppressed peoples. The bond between the revolutionary movements in Nepal and India is deep-rooted and forged in the spirit of proletarian internationalism. We believe that a revolutionary transformation in South Asia is imperative to liberate our peoples from the chains of semi-feudal, semi-colonial and mainly neocolonial exploitation and oppression, and this necessitates strong and principled unity among the genuine communist forces in our region and the world over.
Comrades, the task before a genuine revolutionary communist party is always arduous. It requires unwavering commitment to the revolutionary principles of Marxism-Leninism-Maoism, a bold spirit of self-criticism, and an unbreakable link with the masses of oppressed people. We are confident that your 13th Congress will successfully deliberate on the challenges before the Indian revolution, adopt a correct political and organizational line, and further consolidate your Party to meet the mounting demands of the class struggle and the international communist movement as a whole.
The majority of people in both countries practice Hinduism as the most ancient religion. In India, the RSS has long been pursuing a Hindutva fascist policy. The Modi government capitalized on it as a tool to rise to power. The Indian people are being crushed under the oppression of Hindutva fascism. India’s Hindutva groups like the RSS have also tried to incite caste and religious conflicts by establishing a Hindu state and monarchy in Nepal. Both of our parties should consider a joint initiative necessary to oppose politics and fascism carried out in the name of religion and casteism.
