Kathmandu,October 24,2025 . The Revolutionary Communist Party of Nepal (RCPN) has issued a press Communique on October 18, 2025 outlining made during its third full meeting. The third meeting of the Central Committee of the Revolutionary Communist Party of Nepal was held from October 15 to 18, 2025. Gaurav, General Secretary of RCPN has signed on the press communique. The communique states as below –
“ The third plenary meeting of the Central Committee of the Revolutionary Communist Party of Nepal was held from October 15 to 18, 2025. This press release has been issued to make public the important decisions taken by the meeting.
- The meeting, chaired by Acting General Secretary Comrade C. P. Gajurel, first paid tribute to all the known and unknown martyrs who lost their lives in the people’s struggle, people’s movement, and the great people’s war in Nepal and the world communist movement as well.
- The meeting accepted the resignation submitted by Comrade ‘Kiran’, the General Secretary of the Revolutionary Communist Party of Nepal, from the General Secretary and Central Committee due to his health. The meeting highly appreciated his contribution to the overall communist movement so far. In addition, the meeting elected Acting General Secretary Comrade C. P. Gajurel ‘Gaurav’ as the General Secretary in the vacant post.
- Then, the newly elected General Secretary, Comrade Gaurav, presented the political and organizational report. After extensive debate and discussion, the proposal was passed in the meeting. The essence of the political report is as follows.
- a) The political report, while assessing the international situation, concludes that although the threat of world war is increasing, the main contradiction is between imperialism and the oppressed nations and people, and emphasizes the need to unite anti-imperialist forces around the world to form a strong united front against imperialism and increase efforts to build an international communist centre at the world level.
- b) Discussing the national situation, it is concluded that the Nepalese people have been suffering from the upshots of the neoliberal economic policy followed during the previous Panchayat government and continued by the corrupt governments led by the major parliamentarian political parties NC, CPN (UML), and CPN (MC).
- c) The Gen-Z Rebellion that erupted on September 8 was not against the corrupt bureaucratic capitalist and feudal state power, the constitution, and the parliamentary system. The Oli-led coalition government’s ban on social media, corruption in the country, and other wrong and arbitrary activities of the parliamentary parties were the causes of the peaceful rebellion of unarmed youth. No voice was raised against imperialism and expansionism during the uprising. Thus, the objective of this rebellion was to end corruption, provide good governance, and manage employment within the system.
- d) The US imperialism, Indian expansionism, and their Nepalese puppets hijacked the September 8 Gen-Z uprising and furthered towards fulfilling their vested interests.
- e) The puppet government formed under the leadership of Sushila Karki was mainly the result of the internal agreement between the US and Indian ruling classes and their Nepali stooges, and was facilitated by the Nepalese Army leadership.
- f) Even though the Sushila-led puppet government has announced parliamentary elections, there is no certainty that these elections will be held.
- g) In the given situation of the country, the meeting has decided to firmly move towards the formation of a united front among patriotic, revolutionary democratic, and leftist forces, the formation of an Independent United Government through struggle, and the construction of the people’s constitution by repealing the current reactionary constitution.
- h) In the current situation where the threat to national independence and sovereignty has become severe, the meeting has decided to conduct a movement against imperialist and expansionist intervention.
- j) The meeting has decided to continue the ongoing Organization Consolidation Campaign and hold national conferences of mass organizations as scheduled.”
